Agree, but I do not think there should be a rate differential.  DO not reward those who are inefficient, just because this is the way they have always done business.  The 'per trip' should be based upon the fact that you transported the individual, not based upon what vehicle you transported in.

 As I am reading through these guidelines - it appears
 that our field is moving forward with the new CMS Rules/PCP
 etc but NOT our transportation rules.  Read below.  9
 passenger vans, logos on both sides.  These large passenger
 vehicles in the majority
  of the waiver settings are truly prehistoric.  I
 understand that larger buses may still be used but how many
 of us transports 3 to 4 individuals to work and we have to
 use 9 passenger vans or larger to receive our NMT per person, per trip
 rate?  Logos
  on the side but yet we are pushing to mainstream our folks
 into society through vocational opportunities and
 activities.  When my mom dropped off her 4 kids at school
 in our 1973 green station wagon, we didn't have the
 "Rastoka Clan"
 posted on the side
  of our vehicle.  Come on - we are better than this.  If
 we are going to "move the needle" as Director
 Martin says, then let's not pick and choose where to
 move the needle.  Let's do it across the board.  We
 need two NMT per person,
 per trip rates. 
  One for the agencies that truly need larger vehicles and a
 smaller rate for 5 passenger min-vans with no logos that
 screams MR!!!  Let's
 get rid of these stupid big vans that are gas hogs.  We
 need to bring this rule into the 21st Century.  Thoughts?

 vehicle.

 ·        
 The ID number issued by the PUCO or the
  identification number issued by the U.S. Department of
 Transportation.

 Markings must appear on both sides of
 the vehicle
  in letters that contrast sharply with the background on
 which the letters are placed.

 ·        
 Markings must be legible during
 daylight hours
  from a distance of 50 feet while the vehicle is
 stationary.
