While I would be happy to have the opportunity to provide services under
the Transitions Waiver, the proposed rate for Waiver Aide Support would
not begin to cover our costs. We can barely make it on the I/O Waiver
rate. We are not currently providing Adult Day Services, and would not
consider doing so with the proposed rate. Thank you for the information
though.

Good afternoon.
OPRA has been participating in a stakeholders group that is working on
modifications to the Transitions Waiver. The Transitions Waiver is an
ODJFS administered waiver that was initially developed to serve children
living at home. Many of these children are reaching adulthood and the
waiver is being adapted to meet the needs of an older population.
One goal of the group is to open up the waiver to a broader group of
providers. The application process is being streamlined and if you are
DODD waiver certified, you will meet the basic qualifications.
There is some concern among the stakeholders that broader provider
participation may not occur as desired. As such, OPRA has been asked to
survey our membership for feedback.
I have attached two sections of the draft Transitions Waiver rule for
your review. The first is Waiver Aide Support Services, which is similar
to H/PC under the DODD waivers. The second is Adult Day Habilitation
Services.
Please take a look at these and send your feedback directly to me at
aallen@opra.org I will compile the responses and share them with the
committee.
A few things to keep in mind:
1. The Waiver Aide Support Service although similar to H/PC, does
contain some differences in training requirements. Annual training is 12
hours as opposed to DODD's 8 hour requirement.
2. The rate for Waiver Aide Support is $12.00 per hour.
3. Adult Day Habilitation (ADH) is the adult day service only. There is
no transportation component.
4. The ADH provider is required to provide meals.
5. Participants on the Transitions Waiver will need to be included in
your acuity ratios if you are also providing ADS.
6. The rate for ADH is 64.94 for a full day. There is also a half day
rate.

Program Directors Subcommittee serves as a standing committee of the
Policy Committee to examine issues which have a direct impact on the
programs and services provided to individuals. Rule changes related to
MUI reporting or delegated nursing might be discussed in detail in
order to evaluate the impact. This committee was previously focused
exclusively on ICF-MR issues. While the emphasis on ICF-MR services
remains, the committee has been broadened to include program issues
across all service environments,including supported living,
Residential facility and individual options waiver services.
