DODD is revising the licensure rules as part of the CMS transition plan. Attached is the first draft. They have condensed 27 rules into 10. We have an internal group working on this, but I wanted to send them out for additional review and comment. The next Licensure Rules Work Group meeting is Monday, October 6th. If you have comments, question or concerns, please email me at aallen@opra.org prior to 10/06. DODD has rather tight timelines on this project and wants to wrap it up by late November.

Good Afternoon.
A package of 10 draft rules for licensed residential facilities is attached for your review. Existing rules were combined to create five rules prepared as new rules:
· Administration and Operation
· Physical Environment Standards, Fire Safety, and Emergency Response Planning
· Person-Centered Planning
· Provision of Services and Maintenance of Service Records
· Compliance Reviews, Issuance of Licenses, and Sanctions
The numbers of the existing rules incorporated into each new rule are listed before the first paragraph of the new rule. The rules include parenthetical citations [in purple] throughout that identify the source for the wording or concept.
Five rules were prepared as amended rules tracking, via underline and strikethrough, suggested revisions to an existing rule on the same subject:
· Admission, Termination of Services, and Transfer
· Immediate Removal of Residents
· Development of Licensed Residential Beds
· Standards for Evaluating Potential Receivers
· Procedures to Waive Rule Requirements
We look forward to beginning our discussion of these rules on Friday, September 12. We are scheduled to meet from 1:30 to 4:30 pm in the large conference room at 1810 Sullivant Avenue, Columbus 43222 (on the grounds of the Columbus Developmental Center).
