Those vehicles are not owned by the individual and can therefore be governed by your company policies as long as those policies are not discriminatory (applied to some but not all). It would be a rights restriction to refuse a trip in a vehicle that the individual had paid for/funded or to refuse a trip in a company vehicle without an organizational policy in place. The only way around this if create a company policy (which could only apply to vehicles owned by your company) that anyone riding in a company vehicle must wear a seatbelt. If the vehicle and youth is funded by the individuals being served then you would not be able to enforce such a policy. This also has to be a blanket policy that applies to everyone; it cannot apply to some and not others or that would be considered an ADA violation.
