As someone who received a citation for not having my seat belt over my shoulder even though it was connected across my lap, I would suggest that we will be 'cited'
. Also, as Medicaid providers we are required to abide by all state and federal laws .

That's a tuff one.  Myself, I would be looking at my insurance policy and having a discussion with my agent first.  It could be that it is explicitly written in the contract that all passengers must wear a seatbelt.  Plus it's Ohio law.

These people are being transported in our company cars...
