The Ohio House Subcommittee on Human Services will now forward to House leadership,  its various amendments from all the testimony for the various cabinet levels of the administration within its preview.
Over the upcoming weeks the House will discuss the various amendments , cost out the impact, compare it to the overall estimated budget projections and then vote on a recommended state budget from the Ohio House perspective. In al likelihood, it will different from the recommended state budget of the Governor.
The House will vote their version of the state budget and send it to Ohio Senate.
OPRA and it lobby team will have the House approved state budget and more specifically the House recommended budget for both ODM,OOD,and DODD.
We will then analyze what was recommended among our coalition , with officials of those departments to see what was approved to be included in the House budget and then we will need to prepared Senate testimony to impact those areas not approved or included that are important to our field and individuals with disabilities.
We will send out which OPRA  members are located in Senate districts that will hear the Senate testimony and request both verbal and written testimony, visits to Senate offices, and local connections with your elected Senator.
This is the 3rd stage of the state budget process.
After the Senate decides on their recommended state budget , the various leadership members from The Governor’s Office, Ohio House and Ohio Senate will meet in the confidential Conference Committee to iron out differences between all three versions of the state budget, most recent data on current state revenue and adjust revenue projections for the next two years and hopefully agree on a state budget.
This is the 4th stage of the process.
The Governor then has the option to line veto budget language not agreed to by the administration. The 5th stage.
The House and Senate can override each veto with a super majority .
The 6th and final stage.
*Importantly, we still have work to do. OPRA tremendously appreciate all our members have performed up to this stage but ‘buckle up’ we have more work to do.
