Is anyone a rep payee/auth rep for clients (or clients with staff assistance) that use debit cards?  If so, has it proved difficult to manage or is it easier than having to get cash from the bank or write checks?  Thanks!

This rule, at (B) (12) states that Room and Board reflects the licensee's actual and reasonable costs....

         (b) (i) Administrative overhead expenses directly related to property management of the residential facility.

Some years back, when we providers were calculating our Room and Board rates (for licensed group homes), we were told it would be appropriate to add  12% to cover “administrative fees.”   Does anyone know if that is in writing and if so where?  And does it still apply?
