This initial training does not include representatives from county boards or other stakeholders. I had thought about that as we put this together but decided
to begin with this approach. If this training proves well received then I suspect we should consider both opening it up to non-OPRA members and including county board representatives to co-present. I like that idea of collaboration.
One of the underlying goals of this training is to focus on governing statute and administrative rules and to try and explain them in detail. While I certainly
agree that all counties are unique in their approach we are all governed by the same statute and rule. We are hoping that it will be a benefit to providers to better and more fully understand the process and the respective roles in the process. Some of what
is learned will undoubtedly offer the provider greater protection in the planning process. But it can also result in better, more productive conversations in the planning process. Which I believe will be more important than ever as our system transitions to
a better future for those we serve.
It is important for me to add that this training is not designed to be nor will be an “us vs. them” format. The future must trend towards more collaboration.
If one re-reads the paragraph above then our contention is that planning process will improve for all parties because of a knowledgeable and fully participatory provider.
Actually we at OPRA are looking quite forward to the training and seeing what we learn from it. And we very much appreciate Gary’s willingness to present.
