Thanks Lisa. This really helps in budget planning. With Ohio on a 5 year transition for community based day services, do you sense this moving at a rather rapid pace or just that it is needed prior to the CMS deadline to accommodate counties looking  to stop their day services soon?

Based on continuing discussions with Stacy Collins from DODD, OPRA has further clarification of proposed rule 5123:2-9-18 HCBS Non-Medical Transportation.

 

 

·         The per-trip rate providers use to transport individuals to and from a day facility/hub at the beginning and the end of day service programming hours will remain the same

 

·         Providers will be able to choose what method to bill when taking individuals to and from their facility for activities during day programming. A provider can choose:

 

-      per-mile rate

§  the per mile rate includes mileage plus units of day services, plus add-ons (behavioral, medical, community integration), plus group size.  The vehicle used for per mile rates must have a passenger capacity of 8 or less and be non-modified.

-      per-trip rate

§  the per-trip rate and criteria will remain the same – there  are no proposed changes.

 

·          All budget limits will be increased to allow for transportation and add-ons
