Subject: New H/PC Rates & DRA Provider Spans
A concern has been raised about how some counties are managing the DRA site costs spans along with the new Homemaker Personal Care rates that went into effect on 1/1/2016. In many cases the cost associated with the new rates are getting averaged to rates prior to 1/1/2016.
The counties have always been able to stop and start the site cost spans in the DRA to help make sure that the costs that may be higher in one part of a span could be kept from averaging over a larger period of time than they actually were applied. This is done by stopping and starting the DRA provider spans under manage providers section of the Cost Projection Tool.
The new rates are not to be applied to costs prior to 1/1/2016 due to the effective date of the rates. This will require that the county boards manually break DRA provider spans to stop 12/31/2015 and start a new span on 1/1/2016. This will cause the DRA Site Cost Spans to also reflect this break in the span and allow for the new rates only to be applied to rates after the 1/1/2016 date.
