Based on member feedback, I posed a couple of questions to DODD re: the HCBS Remediation Plans. Below are the questions and answers.

Good morning, Anita.

 

The color coding on the spreadsheet was used for internal monitoring of information provided on the survey.  It was not intended to be used to indicate whether someone was compliant with the survey.  There were many factors that were looked at during the analysis that would determine this.  The color coding should not have been included on the spreadsheets, which is why we have asked people to disregard.  Everyone who received an email requesting a remediation plan should send it, regardless of the color coding on the spreadsheet.

 

In regards to the second question:  if members feel that they could provide more access if the ISPs allow for 1:1 time, they should indicate this in the remediation plan.  Their remediation should indicate that they can come into compliance if they were able to add more 1:1 time and that they intend to remediate this by asking the team to reevaluate the plan.  When DODD does the follow up on the implementation of the remediation plan, we will look to see if the provider did make the request to the team.  If the request was made, the provider would be in compliance with their remediation plan.  If the need was unable to be addressed by the team, DODD would follow up with the CB and team to determine why they could not  accommodate the additional needs of the individual.

We had a couple of meetings last week and there was a lot of discussion about the remediation plans. Generally, there is a lot of confusion. There was a color coded sheet attached to each email, which providers were instructed to ignore. It does appear, however that remediation plans are being required on settings that are clearly HCBS compliant. Are we interpreting that correctly? If so, people asked if they could just be asked to submit on settings which aren’t currently compliant, as this is a time consuming process.

 

A second question had to do with community access. Some members are saying they could provide more access if the ISP’s allowed for more 1:1 time. The counties don’t want to approve it, so the providers feel a little stuck and are wondering how best to answer the questions in that type of scenario.
