I know many of you were not able to get on this call yesterday and I have attached the transcript here. Thank you to Kathleen Abel from Creative Options who was on and able to download the transcription! DOL
gave a brief overview of the recently passed law at the start of the call and then opened up lines for questions. DOL used the call yesterday to hear questions from businesses of all sizes and across all sectors of the economy. They did not answer any of the
questions but will use the questions and feedback as a starting point as the draft the regulations and guidance around the changes to family and sick leave brought by the Families First Coronavirus Response Act.
The document is a little lengthy. Many of the questions asked are similar to the ones we have gotten over the past few days as well as some new ones. Just a few examples- how does a non-profit access the tax
credit? How quickly will businesses access the tax credit? What other exemptions will be offered? Will really small businesses be exempt from these requirements? Will the leave requirement be retroactive? How does leave for coronavirus impact leave an employee
may need to take for other illnesses?
There is a lot in here but I would encourage you to take a look. I think you will find the additional questions insightful.
While none of the OPRA staff were able to get on due to the capacity issue, your interests were still well-represented. A huge shout-out to Tim Neville from Echoing Hills was also on and able to encourage
DOL to consider DSPs in waiver and ICF services as essential healthcare workers. The CEO of one of our peer associations in Iowa and another provider in Pennsylvania were able to get on the call and encouraged DOL to do the same. I have highlighted the questions
in the transcript.
