If this is allowed, could they use phones to communicate so the window doesn't have to be open?

Some parents/guardians of our ICF’s are asking if they can visit their loved one while standing outside of a window.  How are other agencies handling this?  Are you allowing this and if so, are you permitting the window to be slightly cracked open (ie. an inch) while the parent/guardian stands several feet back so they can speak to their loved one, or are you requiring the window to remain closed during the visit?
