The short answer is yes.  We are in the process of getting information together to send out in an email bulletin.  For now, refer to a new OCR memo, and also this memo on Medicare expanded coverage to include such services via teleconferencing.  During emergency times, privacy requirements will be waived, but there are guidelines.
