I hope you are well and ready for the New Year!
As you know, as a result of organized and effective advocacy efforts during the 2019 state budget process, there was a historic investment in the Homemaker Personal Care (HPC) services offered in Ohio. Primarily, the rate increase was
intended to assist providers to address the Direct Support Professional workforce crisis. The rate increase will be in place January 1st, 2020.
Since the rate increase was announced there has been information shared from a variety of entities about the HPC rate and how it will be applied. Some of that information has not been accurate and has created some confusion.
We believe it is important to ensure that the communication regarding the rate is accurate and understandable. As a result, a group of stakeholders from OPRA, The Arc of Ohio, the Ohio Association of County Boards, The Ohio Health Care
Association, the Ohio Waiver Network, and the Ohio Department of Developmental Disabilities have been working together to provide guidance on the implementation of the rate increase and a process that providers can use to show how the rate increase will be
implemented.
Attached is a document that was developed by this group of stakeholders. The document explains the rate increase, timelines and the next steps. We believe this is a resource that will be helpful as you discuss the rate increase with your
team and the people you serve.
We also want to make sure that the message is consistent across all entities including Providers, County Boards and People receiving services and their families. If you encounter information that appears to be inaccurate or that contradicts
the attached document please let us know and we will address those issues on a case by case basis.
