We recently ran into this question as we are significantly "upping" our game in volunteer services. Our legal council advised us that "yes" anyone who could have access to records,
staff and clients needs to be fingerprinted and background checked. That's just our legal opinion - I know of other organizations that don't hold that line and I think it's up to you and your organization as to how much risk you are willing to expose yourselves
to.
