Subject: ICF Proposal Need a Vote

Attached is the PowerPoint as presented to the ICF Committee yesterday. The proposal is to rebase the rates by lowering the direct/indirect ceilings and decreasing the capital incentive. This will reward efficiency and promote downsizing. In addition, we proposed maxing the bed tax at 6%, reintroducing our depreciation recapture proposal from the last budget, modification of the IAF and pursuing the 12th payment in this fiscal year.

The proposal impacts 129 providers negatively; 275 providers realize no change or an increase in rates. Please note that the numbers within this are based on current rates and will change once cost reports are submitted. The numbers are for comparison purposes only. I will send another attachment in a separate email, which details the impact on each provider (also based on current rates).

Just over 40 people attended. Of these 40, 24 chose to vote - the others did not. Of the 24 votes cast, 22 were in support of this as a policy strategy.

The final step is for your review and vote. We need to move quickly, so please respond with a "yes" or "no" vote by Monday at 2:00. If you have questions or want to discuss any of the specifics, please call me.
