I've not seen any clarification on the broadband costs.

Subject: IO Waiver Amendment Update

We have received word that the IO waiver amendment is about to be
approved by CMS, probably over the next two weeks.  This includes the
addition of Remote Monitoring, Remote Monitoring Equipment, Adult Foster
Care and Respite (including nonlicensed settings).  After CMS approval,
the department will file the necessary rules.  It is anticipated that
the services will be up and running by July 1, 2011.

We will wait to share this widely until the formal approval is received
by the department.
