I hope your weekend is off to a great start.

If you were able to join the Friday 5 call yesterday, you heard about several important developments happening across the state, including:

Questions we have received regarding the Governor’s Executive Order, specifically related to the provider moratorium.

House Bill 795, which was recently introduced and expands oversight of Medicaid providers, including the expansion of EVV. This weekend Christine and I are working with the Success Group on language that would exclude DD providers from the provisions included in the bill. We did receive confirmation yesterday from House staff that the bill was not originally intended to include or address DD providers.

You also heard during our Program Integrity meeting that there was discussion around the expansion of EVV. OPRA is not supportive of expanding EVV requirements, as we do not believe it aligns with CMS’ original intent when EVV was developed. Additionally, this type of expansion does not align with OPRA’s broader modernization vision for Ohio’s DD system.

At this time, the OPRA team is actively working on:

  *   A summary document outlining everything currently happening that members can share with boards and staff
  *   Proposed language excluding DD providers from HB 795
  *   FAQs regarding the moratorium and other items related to the Governor’s Fraud, Waste, and Abuse Executive Order
  *   OPRA’s legislative agenda and biennium budget priorities for your review and feedback

There are a lot of moving parts right now, and we will be seeking ideas, feedback, and support from all of you as these conversations continue to evolve. I am currently working with Adam on a coordinated communication and engagement plan for the Board moving forward.  We expect to have additional information out to you early next week.
