Quality bonuses could total as much as 5% for MA plans beginning in 2012, and they will be based on actions and decisions that plans make this year and next. To further complicate an already tricky situation, CMS is considering major changes in what goes into the star ratings and the possibility of combining Part C and D ratings into one score. The new head of CMS, Donald Berwick, M.D., is passionate about performance-based measurement.
