Yes, this is the way I am interpreting, but I am wanting some confirmation.
I am quite sure it is not for ICF's;  but I am trying to find out if it is
for Medicaid Providers who offer services only in licensed facility (but not
an ICF).

Reason I ask is that appears to me that the new Provider Certification
Rule may not apply to Licensed facilities.  Note the VERY first
paragraph of the Rule says:

  This rule does not apply to a person or government entity licensed
as a residential facility under section 5123:19 of the Revised Code.

What are others thinking about how this applies to Licensed
Facilities?
