Columbus Center for Human Services, Inc. had the “1st “review mentioned
below early in January. The reviewers were at our agency most of the day,
viewing the records and interviewing 6 individuals who are or were employed
through our agency. They also spoke with 2 staff that are responsible
for duties related to representative payee. Overall, it went well. There
were a few questions that had to be researched and responded to in writing.
The result was a little less than 1 day of research as some of the questions
were about transactions just over a year old.
There was nothing about the review that seemed unreasonable and there will
be a few changes I will be making to our payee procedures as a result of the
review (but not required by the review). Please feel free to contact me if
you would like more specifics on what kinds of questions/concerns were
addressed. One example: For one individual there was just 1 noted
withdrawal to purchase cigarettes in a year’s time. This was of concern to
the reviewers because if the individual is a smoker there would be repeated
withdrawals. There were no concerns expressed related to the labor and
anti-discrimination laws, however.
With regard to reimbursement for the payee services: We have had little
success with getting it added to the ISPs. Most of the individuals we serve
max their HPC units and budgets on direct care.

For those of us who do 'representative payee' and have to almost beg to have
hours put in ISP to perform the requirements of licensure and federal
audits, this suggests that additional time and effort is going to be
required.
I would suggest DODD instruct county boards of this and ensure that all
consumers who have 'representative payees' have it on the ISP and hours
established to accomplish the duties.
