Subject: Inclusive Service Delivery - The New CMS Definition of HCBS and Webinar

Please share this with any WAIVER PROVIDERS within your organization.  This communication is to give them some info on the upcoming on-site visits that will be conducted by DODD as part of the Department’s overall Transition Plan.  The on-site visits will be an opportunity for Department staff to interact and have a conversation with providers about the implementation of the CMS HCBS Settings rule.  Please note that the bottom of the email includes the link to register for an upcoming Webinar which will take place on 3/18/16.  Department staff will be discussing the HCBS Evaluation, on-site visits, and inclusive service delivery ideas.

DODD wants to start a conversation with you about inclusion.  We want to see and hear about the exciting service delivery models that exist throughout Ohio.  We know that really great things are happening out there and we want to learn about them so that we can share resources, thoughts and ideas with the field.

 

Did you know?

 

The new CMS regulation includes an outcome-oriented definition of home and community-based settings, rather than one based solely on a setting’s location, geography, or physical characteristics.  The goal is to maximize opportunities for individuals receiving HCBS to have access to the benefits of community living and to receive services in the most integrated setting as an alternative to receiving services in an institution.  What’s it all about?  Inclusion! 

 

What are we looking for?

 

The key to compliance is effective person-centered planning.  Providers of home and community-based services, both in residential and non-residential settings, need to understand the interests and desired outcomes of those being served.  Providers should explore what people enjoy doing, with whom they like to participate, how often they prefer to participate, and in what community-based places they may engage in their interests with non-disabled peers.  The next step is for providers to actually facilitate access to these community-based settings.  This may include providing transportation for individuals or small groups, helping people use generic transportation resources, teaching people to safely navigate the neighborhood to get to preferred locations, or identifying existing or developing new unpaid supports who are willing to assist with transportation. 

 

 

 

 

 

 

What should you expect during our visit?

 

At this time, we want to have a conversation.  This is not something you will receive citations for if you aren’t there yet; this is an opportunity for us to see where you are and help you to understand where you need to be as it pertains to person-centered planning and community integration.  This is an opportunity for dialogue about how we can work together to make this a reality for every Ohioan with developmental disabilities.  We believe you are closer than you think; we just want to take a little time during your next review to discuss where you are successful and how you can continue to grow.
